Add macOS prerequisite installer script and document usage in build docs. Update git workflow docs to note master is currently unprotected (direct pushes allowed, PRs still preferred). Add billing agent opt-in settings with default/listing-specific billing details and VAT breakdown options. Add version checker helper script to compare registry latest vs deployed images.
